Propensity is a rank signal built from behavior (recent quote requests or claims), system/home age, and time since last sale, not a statement of any homeowner's finances or plans. “Suggested action” is the same signal put into words, not a guarantee the homeowner wants to hear from you. No owner names are shown; addresses are already public on individual home pages, click an address for that home's full record (permit history, assessor data, everything this table's numbers are summarized from). High propensity for tracked-age trades triggers at 25 years (18 for Medium); trades with no permit or inspection trail of their own are assumed original to the home's build date. The year threshold on the second card is a separate, adjustable filter for browsing, it narrows the list below but never changes a propensity badge. “Permits, 12 mo” reflects permit-year granularity (this calendar year stands in for a true rolling window). A zip with no city permit pipeline on file says so explicitly rather than showing a misleadingly low number. Every home in the zip is listed here, not a sample, paged 50 at a time below. In the Agent view, a smaller home (under 1,600 sqft) owned 13+ years gets a small note alongside its Medium badge, reflecting a modest historical resale tendency in county-wide sales data, it never changes a badge's tier on its own and is not a statement about any specific home or owner. In the Lender view, “Est. rate if not refinanced” is a market-based range, not a record of anyone's loan: the average 30-year rate 25 to 50 days before the home's last sale, plus or minus half a point, and it does not apply to cash purchases or to homes refinanced since.
